Qualifications of Appraisal Staff


Larry S. Massey, SR/WA,Owner/Commercial Appraiser- is a designated SR/WA member of the International Right of Way Association (IRWA), and a Certified General Appraiser, licensed through the State of Colorado Board of Real Estate Appraiser (BOREA).

Larry specializes in traditional commercial, industrial, and multifamily valuation assignments, as well as, right of way / acquisition and easement valuation assignments. Larry also provides Review Appraisals and Fair Annual Rent (FAR) Appraisals to both private sector clients and governmental agencies.

 After graduating (with honors) from the University of Southern Colorado with a Bachelor of Science degree in Secondary Education (Middle School and High School), and a brief stint as a Jefferson County Public Schools teacher (teaching at the now infamous Columbine High School in Littleton and at Bell Middle School in Golden), Larry returned to the industry that helped pay his way through college, real estate brokerage. This return soon earned him a partnership, in a multiple-office Century 21 Real Estate Brokerage Company.

In 1980, Larry turned his real estate efforts toward performing and providing real estate appraisals. By the mid 80’s he was Chief Residential Appraiser for CREA, Inc. in Denver. And in early 1988, Larry was hired as Chief Appraiser (Deputy Assessor-Appraisal) for the Douglas County Assessor’s Office in Colorado. He oversaw the development of a transitioning computerized assessment system at a time when Douglas County, Colorado was “the fastest growing county in the nation.”

Late 1992, Larry returned to the private sector to provide non-SFR appraisal services. In 1996, he was appointed by then Governor Roy Romer (confirmation by the Colorado State Senate) to serve as a board member to the Colorado Board of Real Estate Appraisers (BOREA). He was re-appointed in 2000 by then Governor Bill Owens (confirmation through the State Senate again) to another term on the BOREA. He served as Chair or Vice-Chair to the board, two-thirds of the time he was on that board.

Larry also served on the Board of Directors for the Colorado Chapter of the Appraisal Institute.

Larry is the owner and managing appraiser of The Certified Group, LLC, which provides appraisal services throughout the State of Colorado. Having completed assignments in virtually all occupancies and in almost every jurisdiction . . . the “Group” associates possess competency throughout a wide geographic region along with application expertise.

M. Steven Kane,
MAI M.S. Senior Commercial Appraiser-
is a practicing Colorado Certified General real estate appraiser, specializing in commercial and development properties. He has completed appraisal assignments in almost every region of the state during the past decade.  Steve obtained his Masters Degree in Real Estate Appraisal from the University of Saint Thomas in Minneapolis in 2009; his thesis was on mass appraisal application in commercial portfolio modeling.  He obtained an MAI from the Appraisal Institute in 2010.

His appraisal modeling background includes residential, commercial and agricultural property valuation. Steve Kane has worked on the Colorado State Property Assessment Audit since 2003 and is in charge of statistical compliance for this project. He is principal author of the two Automated Valuation Model (AVM) books published by the Appraisal Institute, and has written and taught seminars on computer assisted mass appraisal and AVMs.

His previous professional experience includes a position with the Colorado Judicial Department, where he worked with district and county courts across Colorado’s 22 judicial districts as a statistician and planner.  He also was employed as a residential appraiser for the Denver County Assessor’s officer in the late 1980’s, before moving on to the Department of Public Safety and the Department of Public Health.  At those two jobs, he worked as a statistical analyst and manager.

He also helped develop the first AVM system in Colorado for the private sector, ValueCheck, during the mid 1990’s.   He is a member of the International Association of Assessing Officers (IAAO) and the Appraisal Institute (AI).
